Michael I. Levin, Esq. is a member of GMR’s Education Law and Employment law practice. Michael is one of Pennsylvania’s preeminent school-law advocates and one of the most recognized voices in public-sector labor, employment, discrimination, and civil-rights litigation. For five decades, he has shaped the legal and operational landscape of public education across the Commonwealth, serving as trusted counsel, strategic advisor, and leading courtroom advocate for the institutions that educate Pennsylvania’s children.

He serves as General Counsel to the Pennsylvania School Boards Association, the Pennsylvania Principals Association, and the Pennsylvania School Boards Association Trust—unmatched appointments that reflect the confidence statewide organizations place in his judgment, advocacy, and deep understanding of the law. A prolific author and nationally recognized authority, Michael has written some of the most widely used treatises in the field, including United States School Laws and Rules, Pennsylvania School Laws and Rules Annotated, and Pennsylvania School Personnel Actions—all published by Thomson Reuters and relied upon by education leaders, attorneys, and policymakers. His hundreds of articles for PSBA and The Pennsylvania Principals Association have influenced how schools navigate governance, student rights, employment law, special education, technology, and constitutional requirements.

Michael is also a dynamic educator and sought‑after speaker. He has delivered hundreds of keynote presentations, seminars, and advanced legal trainings for the National Council of School Attorneys, the Pennsylvania Bar Institute, and the Pennsylvania School Boards Solicitors Association. He has also taught graduate‑level courses in Special Education Law at Gwynedd Mercy University, further extending his impact on future education leaders.

Beyond his extensive legal accomplishments, Michael is the inventor of the two‑player rules for the classic strategy game Risk—an innovation adopted by countless players seeking a competitive, balanced two‑person version of the game.
