Overview
Thomas J. Cooke is Senior Counsel at Goldberg, Miller & Rubin’s New York office, where he specializes in insurance coverage matters. His practice includes first-party coverage, claim investigations, and no-fault litigation and arbitration.
Prior to joining Goldberg, Miller & Rubin, Thomas spent nearly a decade as in-house Staff Counsel for one of the largest insurance carriers in the United States. In that role, he conducted complex investigations into suspected fraud by individuals and healthcare providers arising from motor vehicle accident claims. His work included extensive data analysis, conducting hundreds of Examinations Under Oath (EUOs), preparing comprehensive investigative reports, and collaborated with key stakeholders to drive affirmative litigation efforts.
Earlier in his career, Thomas was an associate at two mid-sized Manhattan law firms, where he represented insurance carriers in the defense of high-volume No-Fault and Uninsured Motorist litigation and arbitration matters. He also conducted EUOs of claimants and healthcare providers to address issues such as medical necessity, improper corporate structures, and fraud.
In addition, Thomas was a named partner at a boutique law firm that provided collections and counseled healthcare providers on matters corporate governance, regulatory compliance, New York State fee schedules, and best practices related to claims verification protocols.
A native of Long Island, Thomas is a die-hard New York Islanders fan. He currently resides in Danbury, CT with his wife Michelle, who serves as a member of GMR’s support staff, their daughter Molly, and their two dogs. When he’s not practicing law, he is an avid reader and film enthusiast, particularly interested in suspense and horror genres, and a deep appreciation for the works of Stephen King.
