Cy Goldberg, the firm’s founder, is retired from the practice of law. He had more than 30 years of experience in civil litigation and was a licensed and practicing attorney in the states of Pennsylvania, New Jersey, and New York. He was also admitted to practice in the Federal Courts of Pennsylvania, New Jersey and New York, as well as the United States Court of Appeals for the Third Circuit and the United States Supreme Court. He was recognized for his work in state publications and was recognized as a Pennsylvania Super Lawyer in civil defense litigation for well over a decade.

As Goldberg, Miller & Rubin’s first female CEO, Lori Miller is one of the region’s top litigators with a distinguished career specializing in bad faith, auto and general liability cases with a specialty of health system liability defense. Her unmatched dedication has earned her the reputation as a strategic and aggressive negotiator who has an unbridled dedication in fighting to defend her client’s best interests. For 30 years, Lori has earned the respect of the legal community, including plaintiffs’ attorneys, arbitrators, and judges, for her expertise, professionalism and most importantly her unparalleled client relationships.

Jason Rubin serves as Chief Operating Officer and has been representing our clients in civil litigation lawsuits since 1996. Jason concentrates his practice on ADR, products liability and toxic torts and has managed the firm’s well-regarded mass tort department for over two decades.

Partner and Chief Information Security Officer, Eamon Merrigan’s distinguished career as a trial attorney at Goldberg, Miller & Rubin is virtually unmatched throughout the region. For nearly two decades, he has practiced diligently in the defense of a broad range of exposures including many catastrophic loss and death cases. Eamon has remarkably obtained over 65 defense verdicts in jury trials throughout his tenure, many of which involved pre-trial settlement demands of over seven figures.

Rich has dedicated his career to helping his clients combat health care fraud. He counsels his clients on both routine and complex matters associated with healthcare fraud as well as those areas that parallel and intersect with this complex area of the law. He works tirelessly to assist his clients in uncovering and ending abusive and fraudulent activities, while at the same time helping to ensure that his clients avoid the legal and financial pitfalls that often accompany such complex investigations. Under Rich’s leadership, the GMR team of trial attorneys has counseled clients regarding large and complex fraud investigations in various jurisdictions including Pennsylvania, New Jersey, New York, Delaware, and Maryland.

Matt regularly counsels insurance carriers on multi-claim investigations involving healthcare providers located in New York, New Jersey, Pennsylvania, Delaware, and Maryland. Matt and his team regularly analyze complex data, including medical records and billing, on an individual and multi-claim basis to identify questionable patterns and to assess potential fraud. Matt has successfully litigated large scale affirmative actions with fraud, RICO, and declaratory judgment claims, which recouped millions of dollars for his clients.

Claire Neiger leads GMR’s Medical Malpractice Practice Department with over thirty years of experience representing the area’s major hospitals, physicians, nurses, dentists, nursing homes, and long-term care facilities in major medical malpractice trials. These cases have included oncology, orthopedics, wound care, general surgery, radiology, family practice, psychiatry, obstetrics, and gynecology in Philadelphia, New Jersey, and the surrounding counties.

Joseph Petka is one of the most active trial attorneys in the Philadelphia area. He specializes in general liability, assault and battery, hospital professional liability, and medical malpractice. He has tried a wide range of cases defending hospitals and companies sued for slip and falls, assaults, medical malpractice, patient falls, and pressure ulcers. He has obtained defense verdicts in jury trials throughout Philadelphia, Delaware, Chester, Bucks, and Montgomery counties.

Warren has litigated cases in several state and federal jurisdictions, including Pennsylvania, New York, and New Jersey with over 100 defense verdicts at trial. Over the course of his career, Warren has gained extensive experience in the field of insurance and healthcare fraud. He has helped his corporate clients investigate and prosecute fraud on numerous occasions, and has served as counsel in several complex insurance fraud and civil RICO cases which have resulted in substantial verdicts or settlements in his clients’ favor.

Dana is a partner with Goldberg, Miller & Rubin, P.C., managing our New York City office since 2013. Dana oversees the daily operations of all New York litigation for the firm and counsels associates in the defense of automotive negligence and other personal injury matters. Her expertise in third-party and first-party no-fault litigation has been a contributing factor in her victories in countless arbitrations and at trial.

Harlan is a partner with Goldberg, Miller & Rubin, P.C. in our New York City office. Harlan focuses his practice primarily on first-party coverage, claim investigations, and no-fault litigation and arbitration. For the past 15 years, he has developed an expertise in affirmative litigation, proactively enforcing valid insurer disclaimers of coverage.

Robert brings extensive trial experience and a diverse background built on blended experience in the legal and business world. While he is a successful and aggressive litigator, it is his understanding of how complex issues impact business which allows him to make smart decisions for his clients based on sound and progressive rationales.

Jillian is a Goldberg, Miller & Rubin partner. Jillian's practice concentrates on automotive and premises liability defense. She focuses on third party actions, as well as UIM and UM matters both at the state and federal levels. In her many years of practice, she has accumulated an extraordinary amount of litigation experience resulting in numerous trials and over 100 arbitrations to verdict, to date.

Jeffrey E. Tenthoff, a partner of the firm, is a seasoned defense attorney and has successfully obtained defense verdicts in a variety of cases, including general negligence, premise liability, and motor vehicle accident cases, in Philadelphia, and Chester County.

Lauren Glynn is a partner with many years of experience as a trial attorney. Lauren concentrates her practice on automobile negligence defense, uninsured/underinsured motorist claims, and law enforcement defense. Lauren handles cases through all phases of litigation, from pre-suit to the arbitration or trial level. She has successfully obtained defense verdicts in third-party automobile, as well as first-party uninsured/underinsured motor vehicle cases.

Before joining GMR, Jev, as he is known amongst friends, worked at the staff counsel office of a Fortune 100 insurance company in NYC for over 20 years. He has successfully handled hundreds of personal injury cases from inception to conclusion, involving jury, summary jury and non-jury trials; UM/SUM litigation; PIP or no-fault cases; and SIU claims.

Patricia L. Howlett has over ten years’ experience in personal injury law and focuses her practice on automobile insurance defense. Before becoming associated with GMR, she handled auto insurance claims as Staff Counsel for GEICO and Allstate for four years. In this role, she successfully tried several cases to completion and managed Uber litigation. She also has experience handling PIP arbitrations for medical providers and handling claims for petitioners in the Division of Workers Compensation.

Joseph Guzzardo is Of Counsel to the firm. Joe concentrates his practice in the areas of civil rights and related employment matters, including first amendment retaliation, wrongful termination, unreasonable use of force, malicious prosecution, abuse of process, and cruel and unusual punishment actions. Joe has tried over a dozen claims to verdict in Pennsylvania and New Jersey state and Federal court, including claims for wrongful death. Joe is responsible for several leading federal court opinions regarding qualified and absolute immunity, excessive force under the 4th Amendment, and various evidentiary issues through his extensive motion practice.
